Tournament Details

**FREE PARKING** is available at the York Fairgrounds. The designated parking area for this event is through Gate 6 on the Highland Ave side of the Fairgrounds. This area is available for residents who need parking due to street closure and for our tournament guests.

*Payments may be made online through the West York Borough Online Bill Pay system. 

Click Here to go to WYB Bill Pay After entering the site, scroll down to the bill pay section and select "make bill payment". Next, select "misc." from the drop down box for payment type. After clicking "continue" enter the requested information. In the "purpose for payment" section please enter "3v3" or "Bulldog Classic". The registration fee for 2023 is $100 per team. Continue entering payment information until your payment is complete. You will receive a payment received confirmation, you will be able to print for your records. Also, a confirmation email will be sent to the email address provided on your registration form.

*Check or money order can be made payable to West York Borough, notating "3v3" or "Bulldog Classic" . Please return payment and registration form to the West York Borough Administration Office Building located at 1381 W Poplar St. York PA 17404 via USPS or drop off. If using USPS address envelope to ATTN: Jennifer Chambers. Office hours are M-F 9am-4pm. A confirmation email will be sent to the email address provided on your registration form. 

*Registration deadline is June 10, 2023. The fee for late registration (registrations received after June 10, 2023; including registrations received the day of the tournament) will be $150 per team. 

*Free throw shootout contest registration fee will be $5 per individual. This contest is for any age (including adults). All will be competing in the same contest. (Ex. A 10 year old student could compete against a 35 year old adult) The registration for this competition will be completed at the time of team check in.

*Three point shootout contest registration fee will be $5 per individual. This contest is for any age (including adults). All will be competeing in the same contest. (Ex. A 10 year old student could compete against a 35 year old adult) The registration for this competition will be completed at the time of team check in.

*In the event a team is unable to make it, please email jennifer.chambers@westyorkpa.gov 24 hrs. prior to the event to receive a refund. If a 24 hr. notice is not given, the registered team will not receive a refund and they will forfeit their game.

*Rain date will be July 15, 2023 (this will be communicated as needed). If games have already started for the day we will continue playing as long as we can. If we can not, we will determine tournament champions by having a shoot out for points. The team with the most points in the shoot out will move on or be determined the 3v3 champion of 2023.

Uniforms: The registered team is responsible for providing their own team shirts, unless the team is sponsored by a local business whom chooses to provide their sponsored team with shirts at the cost of the sponsoring business. This could be same color tees, or tank tops. This could also be same color printed tees or tank tops with team name on them. The choice is yours, however each team should wear the same color tees, or tank tops to match their teammates.

Teams: Only one team will be deemed as champion in their division. There are four age groups in each category. There are three  categories, girls, boys, and coed. If there is not enough interest in any age group, or category for an even play, the team captain/coach will be contacted for resolution of the matter. The same applies if there aren’t enough players in any one group.

Event Security: The paid Officials (referees) will oversee the game and enforce game rules and fair play, the referees are in no way responsible for providing security. The West York Borough Police Department and The York County Youth Engagement Team will oversee security by the way foot patrol, as well as engaging with the youth and community members. Parents, guardians, coaches, spectators, and volunteers are expected to follow the youth sports code of ethics. A copy of West York Borough’s Parks and Recreation Code of Ethics is available by request and will be posted at the main booth during this event.

Score Keeping: Score keepers will be volunteers and will keep score as the court monitor/referee instructs. The score keeper will keep track of the score and display it on the score board as well as on the score sheet, which will be turned in to the main booth for record keeping. The score keeper and referee will be responsible for keeping track of the time, at the end of the game(20 mins. or 21 pts.)the score keeper will notify the court monitor/referee and at that point the game will be called by the court monitor/referee. Score keepers will report to the main booth with scoring information at the end of each game. Bracket information will be updated as information is received and posted at the main booth. Announcements will be made throughout the tournament to keep everyone current on scores, rankings, and activities.

 



3 on 3 Basketball Game Format & Rules of Play

2. Each game will be to 21 points or 20 minutes long. The team must win by only one point.

3. Teams score by either regular two-point baskets, or by three-point shots taken from outside the three-point circle.

4. After a basket has been scored or a foul called, a player must put the ball in play from a line past the three-point line above the foul key.

5. All held balls will be put into play behind the three-point line with possession given alternately to each team.

6. On defensive rebounds or steals, players must return the ball by dribble or pass across the three-point line before a basket may be attempted. Once across the line, they do not have to pass the ball before shooting.

7. After a basket, the team scored upon will put the ball in play.

8. Fouls will be called by the court monitor/referee. A foul called in the act of shooting will result in either two or three points being awarded to the team, which was fouled, depending on where the player was fouled and a change of possession. A non-shooting foul will result in the award of one point to the offended team and the ball back.

9. **However, once a team reaches 15 points they will be in the bonus. Every foul committed against the offense will result in free throws.

10. A foul called in the act of shooting will result in either two or three free throws awarded to the team, which was fouled, depending on where the player was fouled. A non-shooting foul will result in one free throw to the offended team. All free-throws will have players lined up in the lane lines and play live one release.

11. The three-second rule will apply to all offensive players.

12. Substitutions may be made after a basket or an out of bounds play.

13. Each team is only allowed one 30-second timeout under the last minute of play.

14. If the game ends in a tie after regulation time, there will be a one-minute overtime period. Possession will be determined by the same instruction stated in the first rule of play.

15. Ties at the end of any overtime period will result in successive one-minute periods until the tie has been broken, with possession alternating each overtime period.

16. The court monitor/referee will notify the score keeper of points. The score keeper will keep track of the score and display it on the score board as well as on the score sheet, which will be turned in to the main booth for record keeping. The score keeper will also be responsible for keeping track of the time, at the end of the game the score keeper will notify the court monitor/referee and at that point the game will be called by the court monitor/referee.

17. There will be one winning team per division per age group.

18. The divisions are girls, boys, and coed. The age groups are 10-12yrs, 13-15yrs, 16-17yrs, and 18-19yrs. Totaling 12 possible winning teams.

19. Parents, guardians, coaches, spectators, and volunteers are expected to follow the youth sports code of ethics.

Coaches, players, parents, and spectators have a responsibility to behave in a respectful manner that will instill a sense of sportsmanship in all players. As a coach, player, parent or spectator at a West York Borough Parks and Recreation youth sporting activity I understand:

 

1. It will not be tolerated at any time to lay a hand upon, push, shove, and threaten to strike or verbally threaten an official, player, volunteer,  Borough employee, Elected Official or supervisor.

2. Being involved in a physical altercation with a player, coach, or other spectator will result in my ejection from the game and possible suspension from future games.

3. All coaches, players, parents, and spectators will abide by the official’s decision. The official’s decision and/or calls are not arguable. If you have a concern regarding the officiating, please contact West York Borough Parks and Recreation Committee.

4. Verbal abuse, harassment, and/or unsportsmanlike behavior towards and official, player, spectator, volunteer,  Borough employee, elected official, or supervisor is not tolerated.

5. All coaches, players, parents, and spectators will refrain from the use of vulgar or unsportsmanlike manners, including language, while at any West York Borough Parks and Recreations youth sporting activity including practices and games.

6. Any coach, player, parent, or spectator that is ejected from the game must leave the playing area immediately upon request. Failure to leave will result in suspension of the game and/or forfeiture of the game.

7. The zero-tolerance policy is in effect at all West York Borough Parks and Recreation athletic events.

8. Failure to abide by the Code of Conduct will result in ejection form the game and possible suspension from future games.

Officials and game supervisors have the authority to penalize the player, coach, spectator, or team if an official is sworn at, harassed, argued with, or insulted. Penalties will range from a warning to ejection from game to suspension from future games and possible forfeiture of the game.
